Comparison of Over 400 German Cities.

Urban stakeholders in Germany have now understood the need to take urgent measures to improve the sustainability, and thus resilience, of their cities. Need-driven action has an essential role to play here. Every city has its own particular challenges and requirements for which urban stakeholders must identify targeted solutions. If they succeed in doing so, then they will also make progress in the process of urban transformation.

We have compiled Germany’s most comprehensive smart city ranking since 2018. It covers every city with a population of more than 30,000. Even if a city’s population falls below this level in subsequent years, it will continue to be featured in our ranking. Our annual ranking thus provides a comprehensive and robust set of data which enables us to actively assist cities, municipal utilities and businesses with their process of transformation – via a methodical and practical approach. It enables continuous monitoring of the status quo for Germany’s smart cities as well as the identification of new trends and innovations. On this basis, we are able to assist both municipal stakeholders and businesses with the planning and implementation of their projects.

Smart City Ranking: Development of Smart Cities Since 2018


The development of smart cities in Germany is an ongoing process and is compelling cities to continuously adapt to new challenges and circumstances. Urban stakeholders can use our ranking for their own benchmarking in order to assess, via a Germany-wide comparison, where their cities have a particularly strong need for action. The smart city ideal is a 100 per cent "smart city development level".

These top 10 cities are setting the agenda and offer valuable insights as to how municipal stakeholders are overcoming challenges and implementing forward-looking solutions.

Data-Driven Crisis Management in Germany: Practical Examples and Action Recommendations for Municipal Stakeholders.

Cities in Germany are faced with many different crises including extreme weather events as a result of the climate crisis, blackouts, gas and energy crises and cyber attacks. The climate smart city concept provides an all-round approach in order to address these challenges.

A climate smart city uses advanced technologies and promotes interdisciplinary cooperation in order to address climate crises and push forward with sustainable and resilient urban development. In partnership with the LOEWE Center emergenCITY research program led by the University of Kassel, the University of Marburg and the Technical University of Darmstadt, we have examined German cities’ current level of progress in the area of data-driven crisis management and the action recommendations for municipal stakeholders which can thus be pinpointed. This practical guide has been compiled by Dr. Lucía Wright and Leonie Schiermeyer at Haselhorst Associates Consulting as well as Joachim Schulze at the LOEWE Center emergenCITY.
